Actually, Aggron can learn Head Smash; it is only available as an eggmove, though, but it is, as you can see here:

Reminder: You need to defeat Naero to get access to eggmoves!

He is located in Cerulean Cave, which you need to do the following to get access to:

  • Get the Dragon membership (200 000$ at Blackthorn's Dragon Club)
  • Get the Dragon Medalion (240 caught data, shown at said club)
  • Defeat the Dragonite in Dragons Den B1F to be able to pass through him
  • Defeat Lance further into Dragons Den B1F

You will need to speak to Cerulean Cave's guard first, and can only challenge him if your team is of lvl 100 Pokémons!

 

Be prepared for them, as they both have a 12 days* cooldown if you lose!

*6 days for Naero if you have an active MS
