I'm sorry to hear that this happened to you, the capture rate of each pokemon varies and you do not always have to be at a minimum to capture it, you had bad luck trying to catch it, if you used the master ball and still not caught that's a bug, do you have any proof of it?

What bad luck then omg .. I do not have any evidence because I fool myself to restart the game before weakening it in case it was fixed and let me capture it again ..
