I'm assuming you've only look for Fairy Mimi over Serenia Village; however, they can hide in any of the event maps!

Seeing as Calahan doesn't want to give out too much I won't say where she is but I will say to finish sorting out the dispute between the towns first as one of her hiding spots you cannot reach until you do.
