Yes, there is a playtime requirement, as stated in this How to get Darkrai guide:

 

- [glow=white]Quote for visibility[/glow] -

Requirements:

- At least 100h played

- Finish part 1 of the event from what I was told by players so far, this includes beating Kaguya but not Zetsu

- Finish main story (Until Sinnoh)

- Only catchable during 0:00AM to 2:00AM

It was initially 200 hours (as you'll read in other guides, such as ErickLysander's), but got lowered down to 100h to make it available to more people, as stated in the Discord's announcements :)

You still have until the 5th of November to catch your[glow=black]Darkrai[/glow], and to get the few hours left you need for it :Angel:
