Actually, according to PRO Wiki, it's available both from surfing and fishing with the Super Rod, at the time indicated:

 

 

But given the amount of different pokémons that you will encounter by fishing, as opposed to surfing ‒as the ones that are iconized with the fishing rod can only be encountered via fishing‒, I'd advise you to surf anyway. :Angel:

In order to get the Super Rod, you need to buy it at Olivine City for 75 000$; you'll also need to have both the Old Rod (Vermilion City ‒ Free) and the Good Rod (Fuchsia City ‒ 15 000$)
