Why can not Flygon learn Dragon Dance?

I really wanted to use my Flygon in PvP, but without Dragon Dance this is a bit difficult, this movement is learned in Flygon lvl 1, that is, it should be obtained by the Move Relearner of the game, but that does not happen, because?

Flygon first learns Dragon Dance in Generation 7 (Sun&Moon), since PRO is, as of now, up until Generation 6 (X&Y) you therefore cannot teach your Flygon the move Dragon Dance as it is simply not possible in this Generation.
