as the guide stated, you need all original Kanto Pokémon (owned) with Legendary Bird Trio and Mewtwo seen data.

 

Additionally for Dragon Membership Card you need 240 Pokémon OWNED.

 

I hope I could clear this out a little bit for you and good luck on your adventure of catching Mew.

- you need to own all kanto pokemon and 71 evolved pokemon by you + seen data from moltres, articuno, zapdos and mewtwo

- Dragon membership

- Johto champion

As previously said, you need 240 owned Pokemon to obtain the dragon membership as this is one of the requirements.
