Did you get Lugia's seen data from the fight against Thor? And the Legendary Dogs Trio seen data by fighting them around Johto? You can follow this guide on Celebi & the dogs's quest; Note: Suicune is now up the waterfall at Tohjo Falls, as mentioned in other threads, not next to the abandonded Crobat anymore, as shown in Carlho's video guide :Angel: If you got the seen datas elsewhere, it won't count for Celebi's quest! Also, the GS Ball is stored in the Key Items in your bag; make sure you don't already have it there!
