Is this worth doing a IV train on it?

Unfortunately Sylveon really needs her hidden ability (Pixilate) to be competitively viable. You can increase your chances of encountering an Eevee or Sylveon with their hidden ability by using a black membership if you decide to continue your hunt. Best of luck! For pvp I don't really feel this is worth training. However it can be useful for end game challenges such as bosses and future quests. I'd personally train 252 into speed and sp.atk with the remaining 6 invested into hp. However like others have said, sylveon needs her h.a to be useful competitively. Don't be disheartening to keep hunting as the thrill of finding the perfect one will be even better now!
