where can l find mega stones and how do l evolve gengar?

Mega evolution is not yet coded, so you won't find Key Stone and Mega Stones either. But I think they said in very distant future they will try to implement it, so please be patient and wait.

at this time they are not implemented.

Only the staff members and the NPCs have megas (I think)

As mentioned above by [mention]SViper[/mention] and [mention]LucasMC[/mention], Mega Stones aren't available ingame ‒at least not anymore, but they never worked.

 

It's unlikely that they get coded, and the Megas for NPCs, or Staff & Former Staff members are actually custom pokemons, hence why one can get over 721 seen data while the Pokedex ends there :Smile:

As for now, no, it's not intended to be available for players :>
