This Area is only accessible with Membership activated. You can acess the Safari Exclusive Area by talking to a Security NPC located in Safari Area 3! The fishing rod you need for Dratini is the Super Rod, which you can find in Olivine City House 1 by paying 75.000 pokedollar. You also need the Good Rod to be able to buy it.
