You need to unlock daycare by beating Naero and you can recover lost moves for 10,000 per move. More information about it here. Now, regarding your issue, you can teach moves exclusive from pre evolution forms at a PRO Move Tutor ‒formerly known as Pre Evo Move Tutor‒ located in Daycares; each move will cost 10 000$!
