sorry for the inconvenience you experienced. The bike quest got changed. You talk to the NPC Samuel in the house next to Vermilion Pokecenter.

He asks you to find a friend for his Ditto, means you need to catch a Ditto of your own OT to present it to Samuel. The closest routes where you can find Ditto is Route 8(recommended) and Route 13/14.

After you gifted Samuel your Ditto, Samuel will give you a Bike Voucher. Now you head to the bike shop owner in cerulan city and pay 60k for your bike!
