You wont reach 3rd Gym without Cut,So in order to get HM Cut you'll need to find the S.S Annie(If you didn't get the Ticket from Bill....Slap yourself,you'll find it in the Route 24 guide above). The harbor to S.S Annie is located Southeast of Vermilion City.When you Arrive near the Entrance,You will see Lt. Surge,Talk to him before entering the Ship.

 

When you first enter the Ship,you'll have to talk to the Guide standing near the exit.He'll take you to your room which you will then need to register yourself using the PC before you're allowed to move around inside the Ship.(Talking to your bed will heal all your pokemons)

*Here are the Steps needed to Get Cut,Keep in Mind you should really battle the trainers on board for extra level ups.

Step 1.First make sure you have a Pecha Berry,(If you don't there's one in the trash bin around the kitchen).Talk to the Doctor in this kitchen and tell him you wanna help.

 

Step 2.Find Jenson.You see that last door in the image below where I picked up Leftover?That's where Jenson is,Go inside and talk to him with the Pecha Berry so he can Brew the potion.

 

 

Step 3.Head toward the Ballroom which is the Top floor,you'll end up seeing these Great Stone Dragon statue from Mulan.Make sure you kick Jackson's ass inside here before heading to the ballroom.(If you lose,You really should hug your pillow and cry).

 

Step 4.Once you're in the Ballroom,Head left,you'll see a stair you can go up on,follow that upper path left until you see a Blissey.Talk to Blissey and she'll magically disappear giving you the medicine.

 

I made thing said in the help but I always am to block has cause of the guard. I not these not why I cannot fetch the attack cut.
