I seen the EV training guide but in your guys opinion what is the best spot to EV train special attack ? I always just us the pond above vermillion but I run into a lot of slow pokes. Is there a better place that is pretty much 100% spc attack instead of 50-50? I don't care which region it's in . Thanks in advance for the advice !

Yes, there is a pond in Illex Forest filled with psyduck +1 and golduck +2 EV points, which is doubled with macho brace. Good luck ev training :)
