As you seem to have noticed by the time I answered ‒but this will also be of help to others‒, you have to defeat Guardian Kaguya first, in order to be able to get Regice at Cryofrost Town :Smile:

Furthermore, if you fail to catch it the first time, you can get another shot by talking to Shamac Claus:
