I use my mew as a HM slave and regularly switch HM's. Cut, surf, flash: I switch them as I need them on mew. My mew currently knows surf instead of cut but can still use cut outside of battle. Doesn't affect my gameplay in a negative way but thought I'd report it anyway. Images below and as you can see Mew is the only poke I have on me at the time:
