Yes, it's possible; you will need a hidden ability Dratini, Dragonair, or Dragonite. All wild pokemon that can have one, have 5% chance to have theirs. You could buy a Black Medallion in the Coin Shop ‒or with ingame money to someone who did‒, to raise your chances to encounter pokemon with their h.a. for three days!
