When you re-download make sure that you delete all previous PRO files, including temp files and anything in Recycle Bin. When you download, you can try extracting the file with a different extraction program. Make sure that you extract the Zip file into a new empty map. When extracted it should look like this: As you can see the UnityPlayer.dll should be right there. Also check if your Firewall or Antivirus are messing with your PRO files and add exceptions/turn off the antivirus if necessary. You can also try repairing the Zip file before extracting it.
