Is this team good enough to beat Kanto Elite 4 and Gary?

Gyarados - lv 72 - Hydro Pump / Ice Fang / Aqua Tail / Crunch

Graveler - lv 75 - Earthquake / Bulldoze / Stone Edge / Explosion

Granbull - lv 76 - Thunder Fang / Play Rough / Crunch / Outrage

Slowbro - lv 70 - Slack Off / Zen Headbutt / Psychic / Headbutt

Snorlax - lv 70 - Rest / Snore / Body Slam / Yawn

Six guy doesn't matter (probably Onix at lv 40-ish with sturdy)

You should just go ahead and challenge the Elite Four! You don't incur a penalty for losing, so the best answer to these type of questions is to simply try it. Generally speaking, you want Pokemon to be at least Lv80 before challenging the Elite Four, but it may be possible with lower leveled Pokemon.

 

Also, if you reteach Dragon Dance to your Gyarados, you can set up a few Dragon Dances in most Elite Four battles and in most cases, solo their entire team with it. Depending on how good your Gyarados is, you'll need 3-5 Dragon Dances stacked. You can go to a Move Re-learner to reteach it Dragon Dance. (For reference, there's one in Cerulean City and one in Saffron City). I'd also recommend removing Hydro Pump for Surf, as it the Dragon Dances make up for the loss of power, and you will have a guarantee of landing it, as opposed to 80% from Hydro Pump.

 

You'll want to set up Dragon Dances on Pokemon that generally do not threaten your Gyarados. For instance, in the first battle with Lorelei, you can stack Dragon Dances up on the Dewgong without much punishment.

 

If you decide to use the method stated above, I would recommend having the Gyarados be at least Lv85.

 

Also, be sure to give your Gyarados Leftovers. It helps quite a bit. Good luck! Let us know when you become Kanto Champion!
