HELP PLEASE!! Pikachu wont learn surf

I chose pikachu as my starter pokemon and have just picked up surf from safari zone but for some reason it will not let me teach him surf can anyone help

Hi there! As [mention]SViper[/mention] stated, Pikachu can only learn Surf from NPC in Route 19 called Victor. The HM that you got from the Safari, can be used by other pokemon that can learn surf via HM.

Some extra info, quoting for visibility;

In order to learn Surf, you'll need to have chosen Pikachu as a starter, which it sounds like you have done. Get the HM Surf from the house at Safari Zone Area 3. Afterwards, head back to the Victor NPC at the Fuchsia beach area, and he should teach your Pikachu Surf. Keep in mind that you'll only be able to teach Surf to a Pikachu caught with your OT, so if this is a Pikachu that you've purchased from another trainer, the tutor won't work. Keep in mind that there is a cooldown associated with the NPC who teaches Surf.
