I can not do teleport quest and sinnoh quest when i come new mauville entrance, the magneton stand front and i can't go inside

First, are you Hoenn Champion? That is the prerequisite in order to start this quest.

 

If the above is true, did you first talk to any of the Security Officers first before heading to New Mauville?

Try going through the doors from Route 110 to the entrance of New Mauville again and redo the quest from the start. I tried resetting your quest. The issue apparently is from a client-server latency whereby not all the information was sent/received by the server.

With that said, please give this a try and let me know if it works for you.
