Hello,

To evolve Eevee into Leafeon you need to level it up in Petalburg Woods, not just defeat one Pokemon.

You can keep denying the evolution to Espeon until it levels up, or simply use a Rare Candy and it will ask you to evolve into Leafeon. You do not need full happiness to evolve it, just a level up.
