Mewtwo does not appear for me in Cerulean Cave

I met all requirement to meet mewtwo in cerulean cave, yet I dont see him.

Just to check I:

defeated all legendary birds

have 351+ playing hours

have 100+ evolved data

defeated all e4

defeated lance in dragons den

I checked everything twice. I read that mew guide up and down to check whether I missed something. There is no way I beat mewtwo already and forgot about it since I just recently reached 351+ playing hrs.

If necessary I can screen shoot my Kanto dex and all legendary birds location to proove that they are defeated.

Mewtwo should now be battleable for you. Could you please go battle him for me and let me know when you've successfully obtained his seen data?

 

Afterward, you should be able to get the Old Sea Map.

That's a bit weird. Regardless' date=' can you try to go get the Old Sea Map and see if you can continue on with the quest? Or do you not have the full Kanto dex to do that?

Oak did not give me his old sea map.

My kanto dex is definitely complete.
