Oak did not give me his old sea map.
My kanto dex is definitely complete.

That is because Professor Oak does not give out the Old Sea Map.

Could you please use the Mew Quest Walkthrough and follow the steps to retrieve it?

The Old Sea Map is in Celadon City, in the building next to the Pokecenter on the roof top.
