i want to set moves for donphan. so i check what moves that donphan can learn

donphan can learn roar trought tm. so, i bought one and thought it to donphan. BUT

is this a bug ?

Some Pokemon don't have their moves updated, hencewhy it can't learn. They will be updated in future.
