It appears you do not have enough money to currently buy the bike. I would recommend you try to do the Officer Jenny quests for money, and also Dig Spots as well. For the dig spots, you'll need a Pokemon that knows TM 28 - Dig with at least 151 Happiness. You can also farm the dig spots again every 3 days.
