Astraea Posted January 31, 2018 Share Posted January 31, 2018 Hi Crossps, Abra and Kadabra are both Tier 6 and Tier 8 respectively, in terms of rarity on Route 25. Tier 6 is considered Scare, while Tier 8 is considered Rare. You can find more about Pokemon and their rarity tiers here. You may just be getting a tad unlucky, in which case you'll need more encounters. They definitely do appear on Route 25, however.
