Hello there, and sorry for your inconvenience;

However, the letter is not an actual item ‒as mentioned in the Complete Johto Walkthrough, quoted below‒, just a variable checked when talking to the guard you're supposed to hand it over to. You do get an actual Spearow however, and you need to store him in your PC Storage, or release him, to be able to give the letter to the guard on a break :Shy:

After you deliver the mail they will give you a Hp Up and let you keep the Spearow. Their friend is south of the Goldenrod City Bike Shop. Which is to the right of Pokecenter.

(Just a note, you will not have an item for mail on the Spearow or in your inventory. Just go talk to the guard anyways and you will be able to progress.)
