Just reached at fuchsia city and and one of the houses there HM teacher for Rock climb for 15k so just curious do i need Rock climb to continue in the game and at which point of game i seriously need Rock climb to progress..?

You don't need Rock Climb to seriously progress through the story, although there are a few areas that you need Rock Climb for, mainly:

 

 

Route 42 in Johto to access the Punch Tutor:

 

 

Hoenn Safari Area Zone 6 for a Full Restore:

 

 

Route 207 in Sinnoh, as a shortcut:

 

 

Route 227 in Sinnoh, to access the newly released Saphirr Boss:
