Hello there; Gastly's evolution line learns Hypnosis lvl 1, meaning that if you overwrote the move or caught one high level enough to have forgotten it by itself, you will have to go to a Move Relearner to teach it to them; they are located as follow: Kanto: Cerulean / SaffronJohto: Goldenrod / Blackthorn Hoenn: Slateport / Sootopolis Sinnoh: Hearthome / Snowpoint Note that teaching a move from these tutors costs 2 000$ each.
