Can someone explain why there is no suicune in Tohjo Fall?

 

I am on my Legendary Dogs quest and already got Raikuo and Entei. Both of them were in the location as it suppose to. But when I want to face suicune, it isnt there. I read someone elses post explain that we need Waterfall to beable reach suicune, but I already bring my seaking with waterfall and still cant climb the waterfall, I have no Idea how to usewaterfall TM. PLEASE HELP.

you have to beat hoenn e4 in order to use waterfall there

Hey there,

As shown in the Legendary Megathread, Suicune is up the waterfall in Tohjo Falls:

As mentioned above, you will need the HM Waterfall to reach it, that you get in Origin Cave in Hoenn.
