I went to relearn spikes on Forretress, however it is unable to relearn it. It is also not on the pre-evo learner. Forretress usually learns spikes at 28, so I'm not sure why it is missing.

There's a bit of a bug when relearning moves that have similar names to other moves in the database; could you try to relearn "Toxic Spikes" first, and then try to teach your Forretress "Spikes" afterward? This is known to solve issues such as this one.

This indeed worked. Although 2000 pokedollars isn't too much, it would be nice to see this issue be fixed to avoid this confusion in the future.
