Hi slayerdking,

You need to defeat the Team Rocket Grunt and save the Pokemon that was stolen from the NPC Jerry right outside the Viridian Maze.

After defeating the Team Rocket Grunt, he will disappear, allowing you to access the Headbutt Tutor:
