I've checked your variables and are you indeed missing one PC; it seems you haven't checked all the PCs. Since our Content Scripters are quite busy, I'm going to ask you to kindly check all the PCs one more time; to help, here's a list of all the PCs you need to check:

1. Oldale town
   
2. Petalburg city
   
3. Dewford town
   
4. Slateport city
   
5. Mauville city
   
6. Verdanturf town
   
7. Rustboro city
   
8. Fallarbor town
   
9. Lavaridge town
   
10. Fortree city
    
11. Lilycove city
    
12. Mossdeep city
    
13. Sootopolis city
    
14. Evergrande city
    
15. Pacifidlog city

Let me know if you've successfully completed this step of the quest after you've done one last complete check, going to ALL the locations listed above; sorry for the inconvenience!

Are you sure you have tried all the Hoenn PC's ?

 

The most common that are forgotten are Ever Grande City (which is the pokemon center before the victory road), Pacifidlog Town Pokecenter and Dewford Town, because the island is not always re-visited afterward..

 

Maybe you should precisely try those one, i'm pretty sure the missing PC is one of those (if you already made Sootopolis and Mossdeep ones too :) )
