Hi there,

 

Have you done the following steps as listed in the Johto Guide? I'll quote the following steps for visibility:

 

At the top of the route two Police officers will tell you to deliver a mail to another officer for them.

 

 

After you deliver the mail they will give you a Hp Up and let you keep the Spearow. Their friend is south of the Goldenrod City Bike Shop. Which is to the right of Pokecenter.

 

If you have and you still cannot progress, could you be a bit more descriptive as to what you're experiencing? What does the NPC say when you try to give him the mail?
