Celebi can learn Nasty Plot from Researcher Alan in Ruins Research Center, Ruins of Alph:

That NPC is a tutor for all legendaries and can teach various moves to them. Learning Nasty Plot from him will cost you 20,000 Pokedollars.

Ruins of Alph is in Johto close to Violet City but i am sure you already know that, since you have Celebi.

EDIT: To use that tutor, you need to complete the Legendary Dogs Quest. You can not teach Celebi Nasty Plot before that.

Please let me know if you finished that quest and if you can use that tutor.
