I figured I'd be able to get there once I got the membership, but I don't see anything that tells me how to do that. Smooth seas do not make skillful sailors. Like Hahahaka said, You need to catch 120 Pokemons From kanto region and you need to get 38 evolved data, Check out this HTASA Guide if you have any other doubt about How To Access specific Areas.
