from the previous experience of people keep asking help for the same thing,

celebi caught dex can't prove you have complete all the requirements of catching legendary dog

Looking further into your case, it appears you may have lost one of your dex entries of the legendary dogs due to some mishap. To restore that data, try to talk to Oak's PC in his lab, as shown below:
