Unfortunately, due to how some move tutor scripts are coded, the money is taken once you select "Yes" from this dialogue:

 

 

As stated in the dialogue, if you decline on learning the move in the move learning dialogue, the price cannot be refunded, as the Pokedollars were already taken as a result:

 

 

Apologies for this; in the future, please be a bit more careful when teaching your Pokemon tutor moves, as this is just how the tutor operates at the moment. As we cannot refund this, I'll now lock this topic and I wish you a good day.
