Just train. I beat with 3 Pokémon from second time: Charizard 85, Roserade 85, Poliwrath 88 and first attempt was with Charizard 80, Roserade 80, Poliwrath 82. So it matters of training.

You have in game map and game tells where are you at top right corner as well (I hope you not trolling and you are new to Pokémon). Etc Victory Road is cave that leads to Indigo Plateau.

Did you read with what kinda Pokémon levels I beat E4?
