Hello , I have the 60k and the (OT) ditto but I just don't know where is the npc who exchange me the bike voucher (Not in route 30).

I already tried to speak to bike salesman in goldenrod city but he keeps telling me that his bike cost 9,999,999,999.

Hi there,

 

The NPC who gives the bike voucher is a younger in Vermilion, to the right of the Pokecenter. I'm afraid you will need to go back to Kanto in order to get the bike.

Okay but I only have 4 badges in johto so I can't get back in kanto right ?

I believe you can get a bike in johto too

try catching a ditto at route 34/35 by yourself and give it to a kid in a house at route 30

then use 60k to buy in goldenrod bike shop

You'll need to defeat the 8th gym and receive the gym badge in order to go back to Kanto, unfortunately.

 

I believe you can get a bike in johto too

Unfortunately, it used to be in the game but to my knowledge, it has been removed awhile ago. If this isn't the case feel free to correct me.
