Hello, I have a question. I was trying to teach Talonflame swords dance from the tutor located in johto, however it says that Talonflame cannot learn that move, is there some special reason for this? Thanks.

You can only teach Swords Dance to Talonflame by using a TM. You can get the Swords Dance TM (TM75) for $5,000 from TM Vendor Kevin in Trainers Valley.

To be able to go to Trainers Valley, you can check this guide for details. How To Access Specific Areas

Quoting for visibility;

Requirements for Trainers Valley:

• Fight with Red at the top of Mt. Silver (doesn't matter whether you win or lose)
  
• Catch 120 Pokémons native from Kanto (from range #1-#151)
  
• Get 38 evolved data
  
• Be able to take the train

How to access:

• Take the train from Saffron City's or Goldenrod City's Station, and select "Trainers Valley" option
