Erika Boss in Viridian Maze (the big tree hole in viridian forest) is the giga drain tutor

but you have to beat kanto e4 first

If your Pokemon can learn Giga Drain by level-up and you've surpassed the level where you're supposed to learn it, you can go to a Move Relearner to re-teach your Pokemon Giga Drain. (If you're unsure, you can look up your Pokemon in your Pokedex and check what level it learns Giga Drain).

 

Here are a list of locations where you can find Move Relearners:

Move Relearners:

• Kanto: Cerulean City, Saffron City and Tutor Heaven
  
• Johto: Goldenrod City and Blackthorn City
  
• Hoenn: Slateport City Marketplace and Sootopolis City
  
• Sinnoh: Snowpoint City and Hearthome City

 

Otherwise, there are only Move Tutors implemented in the game for Giga Drain:

Giga Drain Move Tutors:

• Viridian Maze - $7,500 (After defeating Boss: Erika)
  
• Tutor Heaven - $7,500
