celebi can't learn nasty plot?!

i want to get nasty plot on my celebi before i catch a legendary .. am i able to learn that or i need to get the legendary dog first then i do the quest with the legendary dog to be able to get nasty plot on celebi?

 

or there's a quest with celebi only to get the nasty plot? if there's any please link it for me .. thanks!

Celebi can learn Nasty Plot from Researcher Alan. He can be found in the Ruins Research Center located in the Ruins of Alph.

That NPC is a tutor for all legendaries and can teach various moves to them. Learning Nasty Plot from him will cost you 20,000 Pokedollars.

To use that tutor, you need to complete the Legendary Dogs Quest, for which you'll need a Legendary Dog.

You can not teach Nasty Plot before that.
