The spawn rates of Eevee in the Safari Zones did not change; it is all due to luck. Keep in mind that, although Eevee from the Hoenn Safari and Kanto Safari are the same Tier, the surrounding Pokemon spawns have an effect on how often an Eevee will appear for you.
