Hello Romantico,

 

did you ever talk to the Egg Maniac or are you trying to talk to him for the first time?

 

To make him appear try to talk to the Plusle and Minun in front of the Pokemon Center. This should solve your problem.

 

The message you have encountered should only appear when you never talked to the Egg Maniac.
