Hi there,

It appears that you've started the Pinkan Island quest.

As stated in the guide of said quest -that you can find following this link-:

When you're at pinkan island, all your pokeballs will be locked away until you finish the whole pinkan quest.

This is to reward those who actually did the quest with the chance to catch pink pokes.

If you haven't done the quest, you won't be able to do so.

 

Once you're done with the quest, you will get all your pokéballs back!

I believe you can also talk again to the Ranger at the entrance of the forest to get them back, but will have to hand them over again if you want to resume the quest. Please have a check and tell me how it goes :)
