Question: Gym Leaders - Do they level up?

Hello, i have here a question thats bothering me, or more likely, the gym leader Sabrina is bothering me.

 

I had no trouble with all the other gyms and I know sabrina is one of the hardest to beat, but recently something happened to me:

 

I beat all the trainers in there, but got beaten by sabrina. (Though my raichu was still faster than her alakazam)

I tried one more time after training up to level 55 all my pokemon... Still got defeated (But the battle was alike the first one i had)

 

I let the game be for two weeks or three cause of studies, and when i came back, i leveled up my pokemon to level 62 and 64.... Not only couldn't i beat her, but i barely got to her alakazam. All her pokemon looked way stronger than before and alakazam was faster than my raichu, what had never happened. (raichu was now 10 levels higher than on first try)

 

I used to beat hypno and Mr mime in 1 or two sinister type hits.... And now not even with 4... and they get all my team down.

 

Did leaders get stronger in the actualization? OR did sabrina decide to get her pokemon leveled up 15 levels higher all of a sudden? If it continues like this, i`ll never get the badge.
