Well, I already finished the 4 regions and now I was planning on doing the fly quest. I talked with the subway manager, then I reached Yorkie and he said his brother would never leave kanto.

 

I went to the five places he should be but he isn't. I "restarted" the quest, talked to both (SM and Yorkie) two times now, and still couldn't find Yorkie's brother.

Check kanto vr kanto power plant and route 12 along with seafoam those are the areas yorkie will hide for the parchament paper he has for his brother
